Key Responsibilities:
- Develop, implement, and refine strategic procurement frameworks, policies, and guidelines for Corporate Services, Facilities Operations, and Capital Projects.
- Design and execute long-term procurement strategies that align with organizational goals, drive innovation, and enhance operational value.
- Lead a centralized procurement function, managing full-cycle strategic sourcing and tendering for indirect categories including Technical Services, Commercial Consultancy, IT Solutions, Smart Infrastructure, Insurance, and Facilities Management.
- Oversee the procurement process from demand planning and tender strategy development through to evaluation, negotiation, contract award, and supplier performance management.
- Guide user departments in procurement planning and ensure rigorous process governance and compliance.
- Protect the organization’s interests by structuring competitive and balanced tender and contract terms across procurement documents, agreements, and purchase orders.
- Conduct spend analysis and planning to maximize value, ensure cost efficiency, and mitigate supply chain and contractual risks.
- Act as a trusted procurement partner to internal stakeholders, fostering collaborative relationships and delivering solutions that support business objectives.
- Strengthen procurement capability across the organization through training programs, market research, benchmarking, supplier evaluation, and vendor database management.
- Lead or contribute to special projects, process improvement initiatives, and other duties as assigned.
Qualifications & Experience:
- Bachelor’s degree holder in Supply Chain management, Business Administration or related disciplines.
- Minimum 10 years relevant experience in strategic sourcing & procurement & tendering process with well-established organizations.
- Familiar with SAP application and procurement system.
- Strong stakeholder management, coaching, leadership, and change management abilities; the capacity to bargain and convince people for favourable outcomes; and effective communication at all levels and functions.
- Strong organizational abilities, self-motivation, diligence, maturity, and the capacity to operate autonomously with little supervision.
